When the project lead responds to a dispute, there needs to be an option to concede with comment.
If the project lead chooses the option to concede with comment, then the system should perform the same action (eg, revert the requirements change) as if the debate had been decided in favour of the plaintiff.
The dispute page should then show, in the dark-yellow conclusion line, the following text: "The project lead has conceded the dispute with the following comments:", followed by the project lead's comments, formatted nicely, including support for multiple paragraphs.
The interface must explain the new option very clearly, so that even fairly inattentive project leads will not choose the option unintentionally.
The usual FOSS Factory coding standards apply. (See http://www.fossfactory.org/project.php?p=p31)
