If a project submission is made when there is no project lead, or if the position becomes vacant (for any reason) while a submission is pending, the submission should be accepted automatically.

In the case of multiple submissions, the earliest pending submission should be accepted.
Motivation: There is no harm in giving the submitter the benefit of the doubt. Even absent this feature, the submitter could step in as project lead and accept the project him/herself. As it stands, presumably out of politeness, submitters typically patiently await the project lead's return. The process is thereby delayed unnecessarily.
Even in the event that the submitter is a bad actor, the cool-off period provides the necessary protection.
