A contractual payment system must be implemented, where people get paid for efforts that cannot be expressed or gauged in terms of code submission
Many people will be using the system of FOSS Factory to manage projects, however their efforts cannot simply be measured in terms of how code is submitted, as such it would be unfair to compensate them in terms of code. For example someone may spend their time rallying the community, seeking sponsors, getting media attention, or contacting developers etc (i suggest the name evangelist).
These activities take a lot of time and effort, yet do not necessarily correlate with code submission. There must be a way to compensate such people in an hourly manner (or on a milestone basis).
My take on this is that there must be a fund separate from the fund allocated for developers, sponsors can put money into this fund specifically to compensate the head project lead. It could be made so that some of the money is paid up front for the project lead, and the rest is paid once the code is submitted in full.
This fund could be called a "discretionary fund", think of it as a budget that the project lead has control over. He could use these funds to compensate himself, but also to pay for others. For example he could hire a graphic artist and pay him for his work. The only thing is that this contract and payment will be transparent to the community.
With discretionary fund, there is the issue of trust (see forum post titled 'trust' below). Thus I suggest that the evangelists set milestones for their work, and only get paid as each milestone is achieved. The more frequently they wanna get paid (to increase cash flow and reduce risk) the smaller their milestones should be. It's the same idea of developers breaking down subprojects into subprojects.. really
