Duties that are unachievable should not be counted in the page template.
Certain duties are unachievable because they are dependent on something else occurring first. For example, if two submissions are made and the first one is accepted, then the duty to accept/reject the second submission is unnecessary and unachievable. The "My Duties" page already (correctly) omits the duty. But the page template still indicates the presence of the duty.
