Notify about increased funding
Whenever somebody sponsors, or increases their sponsorship on a project, everyone watching the project should be notified.

Whenever somebody sponsors, or increases their sponsorship on a project, everyone watching the project should be notified.
These notices should be collected up into a scheduled digest message.
Whenever a project's funding increases and no notice has yet been scheduled, one should be scheduled either in 4 hours, or one week from the date of the previous notice (whichever is later). If a notice has already been scheduled then the new information should be added to that notice.
The notice should contain a list of sponsors who have increased their funding, and the net amount by which they have increased it. If a sponsor modifies their funding repeatedly during the same notification period, that sponsor should only be listed if the net increase is positive. If there are no sponsors remaining at the scheduled time, then the notice should be canceled.
The notice should also state the total bounty, and it should also provide a link to the project's 'Sponsors' tab.
If there is only one sponsor listed in the message, then that user should be omitted from the list of recipients.
Toward the bottom of the message, if there are any monthly sponsorships for the project, the total monthly sponsorship amount should be indicated. Otherwise, there should be a brief message reminding people of the benefits of monthly sponsorships.
