Convenience function
Go through the code and change all references to project.php to use a convenience function for constructing the URL.

Go through the code and change all references to project.php to use a convenience function for constructing the URL.
The function should be defined in autoprepend.php and it should take two parameters:
1. The project ID;
2. The rest of the CGI parameters.
The function should simply construct the URL and return it.
This subproject will make it easy to switch to the new URL format described by the parent project.
