Avoid the extra allotment step when a project lead creates a new subproject of his/her own project.
In addition to asking about the initial funding goal, when the project creator is the parent project's PL, the form should also ask about the allotment percentage. This way, the allotment duty doesn't have to be created, and another annoying email can be suppressed.
There will be a race condition when the subproject creator is no longer the parent project's PL at the moment when the subproject is created. In that case, the specified allotment percentage should be ignored, and the allotment duty should be created as usual.
