When the project lead wants to change the requirements, there should be a shortcut procedure.
Currently, he/she has to post a change proposal to the requirements forum, then accept his/her own proposal. Explicitly accepting his own work is redundant. This 2-step process also generates annoying redundant emails. Specifically, the PL receives a NEW DUTY notice, and everyone else is notified both about the post to the forum, and about the requirements being changed.
The goal of this task is to reduce it to one step, and to ensure that the only email sent out is a notice about the requirements being changed.
The final result should not change. That is, it should appear on the site as though the PL did go through both steps.
