Deleting junk projects

Add a way of deleting junk projects.
It should work like this: The project lead can mark it for deletion. When this happens, notice will be sent to anybody watching the project. During the next four days, any FOSS Factory member who has been a member for at least 30 days will have the option to cancel the deletion. If somebody cancels it, then everyone watching the project will be informed of which user canceled the deletion. If nobody cancels it then the project will be deleted.
If the project lead is the only person watching the project and it has no direct sponsors then the deletion should occur in one hour instead of in four days.
If there are any direct sponsorships on the project then the funds must be moved into the sponsors' reserves.
The delete option should only be available for leaf projects -- that is, projects which have no subprojects. To delete a parent project, its subprojects must be deleted first.
